NPRM

NPRM stands for Notice of Proposed Rulemaking. It is a public notice issued by a government agency to announce and explain a proposed new regulation or a change to an existing regulation. In the maritime context, NPRMs are often issued by the United States Coast Guard (USCG) to propose new safety regulations or changes to existing regulations that affect vessels, ports, and waterways. NPRMs provide an opportunity for interested parties to comment on the proposed regulation before it becomes final. The USCG considers these comments before issuing a final rule. NPRMs are an important part of the regulatory process and help ensure that regulations are effective, efficient, and responsive to the needs of the maritime industry and the public.
