Area Committees
In the maritime context, Area Committees are specialized groups established under the Oil Pollution Act of 1990 (OPA 90) in the United States. These committees are responsible for preparing Area Contingency Plans (ACPs) for specific geographic areas. The ACPs are designed to coordinate responses to oil or hazardous substance spills in the marine environment. The committees are composed of representatives from federal, state, and local agencies, as well as representatives from the private sector and environmental groups. The Coast Guard captains of the port serve as the federal on-scene coordinators for the area and chair the committees. The committees meet regularly to review and update the ACPs, conduct spill response exercises, and provide a forum for the exchange of information and ideas between government agencies, the private sector, and the public.
