Build-operate-transfer (BOT)


Build-operate-transfer (BOT) is a type of public-private partnership (PPP) model in which a private entity designs, finances, constructs, and operates a facility or infrastructure for a specified period of time, after which ownership and control of the facility or infrastructure is transferred to the government or another designated public agency. In the maritime context, BOT can be used for the construction and operation of ports, terminals, and other maritime infrastructure. The private entity assumes the financial risk of the project and is responsible for ensuring that the facility or infrastructure is built to the required standards and specifications. Once the transfer of ownership takes place, the government or public agency assumes responsibility for the ongoing maintenance and operation of the facility or infrastructure.
